Ordinance on the use of shared registers for the transmission of financial titles

On December 8 2017, the French president signed a legislative order²¹⁰ authorizing the use of a "shared digital registering device"---a formal designation for blockchain systems---for the transmission of financial titles (Ordonnance n° 2017-1674 ). This legislative order was taken on the basis of a 2016 law (loi n° 2016-1691 Dec. 9, 2016) and will require a law decree to be applicable. The decree will have to define the technical conditions under which financial titles can be transmitted and recorded via a "shared digital registering device".

A similar provision was taken for a new category of treasury bonds "minibonds" (Ordonnance n° 2016-520 April 28, 2016 ). In both cases, no decree implementing the measures has been taken yet.
